Plastic pollution extends beyond oceans. It poses a serious threat to freshwater ecosystems in landlocked nations as well. Plastics travel through rivers and lakes, disrupting ecosystems, endangering wildlife, and degrading water quality.


## Paraguay joins the Global Plastic Action Partnership

In June 2024, Paraguay officially joined the Global Plastic Action Partnership (GPAP), becoming the first landlocked country to take this significant step. This milestone was formalized through a Memorandum of Understanding between the Ministry of the Environment and Sustainable Development and the World Economic Forum, underscoring Paraguay's commitment to tackling the global plastic pollution crisis and safeguarding its natural resources.


## GPAP’s collaborative model for Paraguay

The partnership between GPAP and Paraguay is built on a multi-stakeholder approach, with the Paraguayan government taking the lead.This collaboration draws on the expertise of key industry stakeholders and leverages GPAP’s global network to drive Paraguay’s transition toward sustainable plastic management.GPAP will provide a suite of customized tools and analyses to support evidence-based decision-making, including:A Baseline Analysis of the Plastic Value Chain to evaluate current waste management systems. Future Scenario Modeling to anticipate long-term trends and impacts. A Social and Gender Context Analysis to ensure inclusivity and equity in plastic management initiatives. An Action Roadmap to Eliminate Plastic Pollution, addressing opportunities and challenges specific to Paraguay. A Circular Economy Financing Roadmap for Plastics, designed to unlock the investments needed to support a circular economy.


## Launch of the National Plastic Action Partnership

Paraguay is pioneering a comprehensive approach to addressing plastic pollution through its National Plastic Action Partnership (NPAP). This multisectoral platform launched in December 2024 brings together government, private sector leaders, informal economy stakeholders, civil society, and academia to collaborate across the plastic value chain.The partnership focuses on fostering knowledge sharing, promoting innovative ideas, and exchanging best practices. Its ultimate aim is to drive effective actions that accelerate Paraguay’s transition to a circular and sustainable plastic system.The NPAP Secretariat will be hosted by the Center for Environmental and Social Studies (CEAMSO), a nonprofit organization based in Asunción. CEAMSO will coordinate and support the implementation of the initiative within the country.


## Three pillars:

The National Plastic Action Partnership Paraguay focuses on three key pillars:Facilitating multi-stakeholder engagement: Establishing inclusive governance structures and fostering collaboration through a dynamic plastic action community.Creating data-driven solutions: Developing a national baseline analysis, future plastics scenario modeling, a gender and social inclusion study, and a comprehensive plastic action roadmap.Driving implementation: Crafting a financing roadmap and establishing working groups to transform roadmap commitments into tangible actions.


## Preparing for the Global Plastics Treaty and beyond

Through this partnership, Paraguay is positioning itself as a model for other nations in combating plastic pollution. The collaboration will also help prepare the country for the upcoming Global Plastics Treaty, ensuring that it can meet international commitments while driving local and regional change. By fostering private sector engagement and implementing robust policy frameworks, Paraguay is laying a strong foundation for its transition to a circular economy.
