Case studies

This report shares the findings of an early assessment conducted by the team in Pakistan between November ‘21 and January ‘22. The assessment comprised a combination of desk research and interviews conducted with stakeholders based in various parts of the country. While in no way exhaustive, it is meant to represent the start of what will hopefully be a continuous learning journey, as an NPAP is established in Pakistan, and brings a broad community of champions together to work towards a solution for plastics pollution.

Plastic Landscape Analysis: Pakistan
Ghana, a fast-growing economy with a burgeoning plastic waste problem, is home to one of GPAP’s flagship national partnerships and is used here as a case study. The research and subsequent policy options form a preliminary assessment, with the suggested trade policy areas meriting further investigation.Plastic, in particular single-use plastic, holds negative environmental consequences, yet the material is a preferred input for a variety of uses. Business-as-usual projections indicate that annual total plastic consumption could more than triple from about 380 million metric tons today to 1.3 billion metric tons by 2050. Ghana, an oil-producing, coastal country in West Africa with ambitious economic growth and industrialization plans, can harness trade policy to convert its plastic waste challenge into an opportunity by transitioning to a circular economy that reduces, reuses and recycles its waste. This would mitigate the risks of plastic waste pollution to land and marine ecosystems while also boosting investment, jobs and innovation.

Trade And The Circular Economy: A Deep Dive Into Plastics Action In Ghana
This GPAP study presents a suite of policy options for South Africa to leverage its trade policy for a circular economy of plastics. The country is home to the largest plastic industry in Sub-Saharan Africa, representing 2.3% of its GDP, while also being one of the most integrated economies in the region. In the last decade, there has been concerted national action at the legislative, private sector and civil society levels to contain plastic pollution and transition to circularity. These efforts, combined with the amplitude of South Africa’s plastic sector and economic weight render trade policy as a potent tool in implementing large scale solutions nationally and regionally. Better management of plastic waste at the border, harmonized standards for recyclable and reusable plastics, services liberalization and mainstreaming of circularity clauses in trade agreements like the AfCFTA are some of the options examined in the study.

2022 Annual Report
In order to prevent plastic pollution, it is critical to consider the social inclusion aspects of the plastic economy. It is critical to recognize that the effects of plastic waste vary depending on identity factors, such as gender, socioeconomic status, ethnicity, and disability. This study will give an assessment of how gender and other identity factors affect a person or communities’ relationship to plastic pollution and the plastics value chain. This social context assessment will help to better understand the inequality and lack of inclusion faced by various groups and how they in turn affect pollution and the value chain. The report highlights gender norms within the various domains of women, such as regulators, business owners, laborers, end users, and community members, through gender evaluations. Women account for half of the population and are the leading plastic consumers. Nonetheless, women’s social and political roles in the plastic sector continue to be underestimated and undervalued.

GPAP Annual Report 2021
Indonesia has set a target to reduce plastic waste by 70% by 2025. To strengthen Indonesia’s commitment to reducing marine debris, a number of action plans and regulations on plastic pollution and waste reduction have been established including 1) The National Action Plan on Marine Debris 2018-2018, regulated by Presidential Regulation No 83/2018 on Marine Debris Waste Management, 2) The responsibility of producers for waste reduction, Ministry of Environment and Forestry Regulation No 75/2019 on Roadmap of Waste Reduction by Producers, and 3) Plastic waste management in the tourism sector, Regulation No 5/2020, regulated by the Ministry of Tourism and Creative Economy. This Roadmap is to support the acceleration, transition, and strengthening implementation of the Producer Responsibility Regulation (Ministry of Environment and Forestry Regulation No 75/2019). Transitional policies are needed to maximize the acceptance of alternatives to single-use plastics, increase awareness of environmental impacts and the importance of such actions among stakeholders, and to promote SUP alternatives in the market.

National Policy Roadmap To Radically Reduce Plastic Pollution In Indonesia
This strategy is intended to be a guiding framework for the Ghana partnership to achieve a range of objectives promoting gender equality, inclusivity and informal sector integration between 2021 and 2025. The strategy provides a blueprint for accountability against measurable objectives – outlining who will execute tasks and setting out indicators to help monitor progress in the partnerships’s day-to-day activities at both the programmatic and institutional levels. This is to help measure whether the partnerships’s activities and decisions contribute towards its end-goal of promoting equality, inclusivity and informal sector integration in all its structures and efforts. It’s imperative that Ghana leaves no one behind as it transitions towards a circular economy. The gender strategy aims to begin the process of inclusion. To achieve this, strong human and institutional capacity for effective mainstreaming inclusion into policy formulation, project/programme development is required. As such, it will subsequently be updated to an inclusion strategy. All activities with priority one objectives will be implemented in the short term, starting 2022.

GPAP, with the support of SYSTEMIQ, has developed an online analytics tool called the National Analysis and Modelling (NAM) Tool, which allows countries to establish a practical, science-based roadmap to accelerate their transition to a circular, low carbon emissions plastics system. The approved negotiation of a global plastics treaty at the United Nations Environment Assembly (UNEA) in February 2022 by 175 governments has the potential to unleash unprecedented demand for country-level baseline assessments, target-setting, progress monitoring and reporting. Indonesia, Ghana, and Viet Nam were the first to run analyses utilizing a pilot version of the NAM tool. Based on these successes, an increasing number of countries are now launching their own analyses and action plans, including Pakistan, Mexico, India (Maharashtra), Bangladesh and Nigeria. Deploying the tool will allow these countries to pioneer their transitions to a circular plastics economy contributing directly to the goals of a global treaty on plastic pollution as it comes into effect.
